Thinking of buying in Golden Sands, but heard it's dead in winter. True?

Hey everyone, I've been looking at some apartments in Golden Sands and the prices actually seem pretty reasonable compared to the city. However, a colleague mentioned that the whole area completely shuts down once the summer season ends and turns into a ghost town. Is it really that bad during the off-season, or are there still enough people living there year-round to make it manageable? I work remotely, so I don't need a bustling nightlife, but I'd still like to have a grocery store and at least one decent café open within walking distance.
